DIRESOC is a two-year project ( 2018-2020) developed up to a call for proposals VP2017/004 “Improvement of industrial relations, financed by the EC”. It is carried out by 9 professional partners from 8 different countries: Belgium, Bulgaria, France, Germany, Italy, Portugal, Spain and Sweden.
The project builds upon several European projects focusing on restructuring and social dialogue. The aim of its topical update is:
- to capture developments and policies that have being set up at national level to address the digital challenges and the implementation of new technologies and
- to map their impact on business, employment and working conditions.
It looks at how national governments and social partners have set out to develop action plans and implement change at sectoral and company level.
By digitalisation, the project refers to all types of changes that are based on the use of digital technology, which in many ways affects individuals, as employees in their work tasks and working conditions or competence requirements. The “all types of changes” interpreted by the project include the way work is conducted, the possible shift related to the demand for some types of human labour, the elimination of some jobs or the creation of new ones – creation of websites, for example.
In short, the following four impacts of digitalisation on job (identified in the literature):
- Job creation: new sectors, new products, new services
- Job change: digitalisation, human/intelligent machine interface, new forms of management
- Job destruction: automatisation, robotisation
- Job shift: digital platforms, crowdsourcing, ‘sharing’ economy”.
These impacts – positive or not – on job represent, in our opinion, different types of restructuring.
